In this instalment, we revisit the chapter on the USA&#8217;s demography from our 2021 <a href=\"https:\/\/populationmatters.org\/resources\/welcome-to-gilead-report\/\">Welcome to Gilead report<\/a>. Four years have passed, but many of the same patterns remain. <\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>Preventing babies from being born is not medicine. That\u2019s not constructive to our culture and our civilization. If we let our birth rate get down below the replacement rate we are a dying civilization.\u201d<\/p>\n<cite><strong>Former US Congressman <a href=\"https:\/\/www.motherjones.com\/politics\/2011\/08\/steve-king-wants-enlist-your-uterus\/\" target=\"_blank\" rel=\"noreferrer noopener\">Steve King<\/a><\/strong><\/cite><\/blockquote>\n\n\n\n<h2 class=\"wp-block-heading\">A nationalist agenda<\/h2>\n\n\n\n<p>There are many motivations fuelling American pronatalism. Nationalism and white supremacy are strong. The eugenics movement, which blossomed in the 1920s and 30s, coincided with a growing number of American women attending college, and wanted to push those women back into the home to outbreed the growing community of immigrants. American eugenicists successfully promoted a four-child norm \u2013 but only among native-born white, <a href=\"https:\/\/www.theatlantic.com\/politics\/archive\/2017\/12\/pro-natalism\/547493\/\" target=\"_blank\" rel=\"noreferrer noopener\">middle-class Americans<\/a>. <\/p>\n\n\n\n<p>The nationalist politicians of today\u2019s America draw inspiration from European nationalists like Orb\u00e1n and envy their grip on power, which would allow them to attack women\u2019s rights even more than they already do. Republican congressman Steve King (who only recently lost his seat after twenty years in the House of Representatives) admires the right-wing Dutch politician Geert Wilders for understanding \u201cthat culture and demographics are our destiny\u201d and civilization can\u2019t be restored <a href=\"https:\/\/www.theatlantic.com\/politics\/archive\/2017\/12\/pro-natalism\/547493\/\" target=\"_blank\" rel=\"noreferrer noopener\">\u201cwith somebody else\u2019s babies\u201d<\/a>. <\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"2560\" height=\"1707\" src=\"https:\/\/populationmatters.org\/wp-content\/uploads\/2025\/01\/elyssa-dedios-uonPno2eBCk-unsplash-scaled.jpg\" alt=\"Pro life rally\" class=\"wp-image-15466\" srcset=\"https:\/\/populationmatters.org\/wp-content\/uploads\/2025\/01\/elyssa-dedios-uonPno2eBCk-unsplash-scaled.jpg 2560w, https:\/\/populationmatters.org\/wp-content\/uploads\/2025\/01\/elyssa-dedios-uonPno2eBCk-unsplash-300x200.jpg 300w, https:\/\/populationmatters.org\/wp-content\/uploads\/2025\/01\/elyssa-dedios-uonPno2eBCk-unsplash-1024x683.jpg 1024w, https:\/\/populationmatters.org\/wp-content\/uploads\/2025\/01\/elyssa-dedios-uonPno2eBCk-unsplash-768x512.jpg 768w, https:\/\/populationmatters.org\/wp-content\/uploads\/2025\/01\/elyssa-dedios-uonPno2eBCk-unsplash-1536x1024.jpg 1536w, https:\/\/populationmatters.org\/wp-content\/uploads\/2025\/01\/elyssa-dedios-uonPno2eBCk-unsplash-2048x1365.jpg 2048w\" sizes=\"auto, (max-width: 2560px) 100vw, 2560px\" \/><\/figure>\n\n\n\n<p>King supports legislation that makes abortion illegal even in cases of pregnancy resulting from crime, stating that population growth has depended on <a href=\"https:\/\/www.nytimes.com\/2019\/08\/14\/us\/politics\/steve-king-rape-incest.html\" target=\"_blank\" rel=\"noreferrer noopener\">rape and incest<\/a>. And <a href=\"https:\/\/www.motherjones.com\/politics\/2011\/08\/steve-king-wants-enlist-your-uterus\/\" target=\"_blank\" rel=\"noreferrer noopener\">he opposes free birth control<\/a> on the grounds that, \u201cPreventing babies from being born is not medicine. That\u2019s not constructive to our culture and our civilization. If we let our birth rate get down below the replacement rate we are a dying civilization\u201d.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Great replacement rhetoric<\/h2>\n\n\n\n<p>Another nationalist lawmaker, Dennis Baxley of Florida\u2019s state legislature, has also openly asserted that <a href=\"https:\/\/jacobin.com\/2019\/08\/abortion-rights-strike-economic-battlefront-birth-rates\" target=\"_blank\" rel=\"noreferrer noopener\">abortion restrictions are beneficial because they increase births among white women<\/a>. Baxley has echoed the Great Replacement rhetoric, warning that abortion \u2013 alongside immigration \u2013 <a href=\"https:\/\/www.orlandoweekly.com\/news\/leave-it-to-florida-republican-dennis-baxley-to-find-an-incredibly-racist-reason-to-ban-abortions-25346892\" target=\"_blank\" rel=\"noreferrer noopener\">is a threat to white survival<\/a>. <\/p>\n\n\n\n<p>Author and rising conservative star JD Vance, who is currently running for a US Senate seat, regularly warns of the threat low fertility rates pose to nationalism. He recently suggested that childfree adults shouldn\u2019t be allowed to vote because they have <a href=\"https:\/\/www.theguardian.com\/commentisfree\/2021\/jul\/31\/fox-news-jd-vance-childless-left-week-in-patriarchy\" target=\"_blank\" rel=\"noreferrer noopener\">no stake in the country\u2019s future<\/a>. Lyman Stone, an ardent pronatalist economist whose research influences powerful members of Congress, further postulates that low birth rates are a national security risk because <a href=\"https:\/\/www.theatlantic.com\/politics\/archive\/2017\/12\/pro-natalism\/547493\/\" target=\"_blank\" rel=\"noreferrer noopener\">\u201cYou need warm bodies to fill the uniforms\u201d<\/a>. <\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"2560\" height=\"1707\" src=\"https:\/\/populationmatters.org\/wp-content\/uploads\/2024\/07\/andrew-pons-1KmCeUNPTTM-unsplash-scaled.jpg\" alt=\"US \/ American Flags\" class=\"wp-image-14254\" srcset=\"https:\/\/populationmatters.org\/wp-content\/uploads\/2024\/07\/andrew-pons-1KmCeUNPTTM-unsplash-scaled.jpg 2560w, https:\/\/populationmatters.org\/wp-content\/uploads\/2024\/07\/andrew-pons-1KmCeUNPTTM-unsplash-300x200.jpg 300w, https:\/\/populationmatters.org\/wp-content\/uploads\/2024\/07\/andrew-pons-1KmCeUNPTTM-unsplash-1024x683.jpg 1024w, https:\/\/populationmatters.org\/wp-content\/uploads\/2024\/07\/andrew-pons-1KmCeUNPTTM-unsplash-768x512.jpg 768w, https:\/\/populationmatters.org\/wp-content\/uploads\/2024\/07\/andrew-pons-1KmCeUNPTTM-unsplash-1536x1024.jpg 1536w, https:\/\/populationmatters.org\/wp-content\/uploads\/2024\/07\/andrew-pons-1KmCeUNPTTM-unsplash-2048x1365.jpg 2048w\" sizes=\"auto, (max-width: 2560px) 100vw, 2560px\" \/><\/figure>\n\n\n\n<p>Jonathan Last, The Weekly Standard\u2019s digital editor, attempts to take a less egregious approach, claiming that women need to bear more children to protect democracy; otherwise authoritarian countries, with their higher fertility rates, will <a href=\"https:\/\/www.theatlantic.com\/politics\/archive\/2017\/12\/pro-natalism\/547493\/\" target=\"_blank\" rel=\"noreferrer noopener\">\u201cinherit the earth\u201d<\/a>. <\/p>\n\n\n\n<h2 class=\"wp-block-heading\">In the mainstream<\/h2>\n\n\n\n<p>This linkage is far from limited to the fringes of politics. In September 2021, the US\u2019s former Vice President, Mike Pence, spoke at the Budapest Demographic Summit. His comments also reflected the increasingly apocalyptic tone of <a href=\"https:\/\/www.dw.com\/en\/hungary-leaders-slam-migration-lgbtq-at-family-values-summit\/a-59283286\" target=\"_blank\" rel=\"noreferrer noopener\">the discussion<\/a>:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>We see a crisis that brings us here today, a crisis that strikes at the very heart of civilization itself. The erosion of the nuclear family, marked by declining marriage rates, rising divorce, widespread abortion and plummeting birthrates.\u201d<\/p>\n<\/blockquote>\n\n\n\n<p>The \u2018global population crash\u2019 narrative has certainly been seized upon by US campaigners seeking to roll back progress on sexual and reproductive health and rights (SRHR), and abortion in particular. For them, amplifying concerns about declining birth rates and fostering associations between family planning, population \u2018control\u2019, coercion and colonialism are useful weapons in their assault on reproductive rights.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Loud and proud<\/h2>\n\n\n\n<p>Among organisations working in this field is the <a href=\"https:\/\/www.pop.org\/about-home\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Population Research Institute<\/a>, whose stated objectives are to \u201cexpose the myth of overpopulation, expose human rights abuses committed in population control programs and make the case that people are the world\u2019s greatest resource\u201d. Despite its name and \u201cpop.org\u201d URL, however, it appears to do no research on demography or population: founded by a Catholic priest in 1989, its website and <a href=\"https:\/\/x.com\/PRISource\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">social media<\/a> make its anti-abortion agenda absolutely clear (while throwing in a generous mix of anti-vax, anti-communism, and climate change scepticism).<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"2560\" height=\"1904\" src=\"https:\/\/populationmatters.org\/wp-content\/uploads\/2022\/09\/gayatri-malhotra-trKfWbqc5Rg-unsplash_crop-scaled.jpg\" alt=\"Abortion is healthcare\" class=\"wp-image-4565\" srcset=\"https:\/\/populationmatters.org\/wp-content\/uploads\/2022\/09\/gayatri-malhotra-trKfWbqc5Rg-unsplash_crop-scaled.jpg 2560w, https:\/\/populationmatters.org\/wp-content\/uploads\/2022\/09\/gayatri-malhotra-trKfWbqc5Rg-unsplash_crop-300x223.jpg 300w, https:\/\/populationmatters.org\/wp-content\/uploads\/2022\/09\/gayatri-malhotra-trKfWbqc5Rg-unsplash_crop-1024x762.jpg 1024w, https:\/\/populationmatters.org\/wp-content\/uploads\/2022\/09\/gayatri-malhotra-trKfWbqc5Rg-unsplash_crop-768x571.jpg 768w, https:\/\/populationmatters.org\/wp-content\/uploads\/2022\/09\/gayatri-malhotra-trKfWbqc5Rg-unsplash_crop-1536x1142.jpg 1536w, https:\/\/populationmatters.org\/wp-content\/uploads\/2022\/09\/gayatri-malhotra-trKfWbqc5Rg-unsplash_crop-2048x1523.jpg 2048w\" sizes=\"auto, (max-width: 2560px) 100vw, 2560px\" \/><\/figure>\n\n\n\n<p>The New York-based Center for Family and Human Rights (C-Fam), meanwhile, makes its anti-abortion purpose explicit, and addresses population issues in a <a href=\"https:\/\/c-fam.org\/issue\/c111-population\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">dedicated section on its website<\/a>, including articles about social strife in the US due to declining fertility and the wholly unfounded claim that the United Nations Population Fund (UNFPA) <a href=\"https:\/\/c-fam.org\/friday_fax\/editorial-un-population-funds-dirty-little-secret\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">\u201cimpose[s] population control targets on countries all around the world\u201d<\/a>. Should anyone imagine these voices to be marginal, C-Fam has <a href=\"https:\/\/en.wikipedia.org\/wiki\/Center_for_Family_and_Human_Rights\" target=\"_blank\" rel=\"noreferrer noopener\">special consultative status at the United Nations<\/a> and the website of the United States Conference of Catholic Bishops carries an article entitled \u201cthe myth of overpopulation and the folks who brought it to you\u201d <a href=\"https:\/\/www.usccb.org\/committees\/pro-life-activities\/myth-overpopulation-and-folks-who-brought-it-you\" target=\"_blank\" rel=\"noreferrer noopener\">by its president<\/a>.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Religious nationalists<\/h2>\n\n\n\n<p>Connections between the religious nationalists of America and Europe are strong, thanks in part to the World Congress of Families (WCF), which was founded by right-wing American Christians in collaboration with equally conservative Russians in the late 1990s. <a href=\"https:\/\/theface.com\/society\/inside-the-far-right-family-movement\" target=\"_blank\" rel=\"noreferrer noopener\">The WCF regularly convenes large gatherings<\/a> of its international followers, in which they lament the \u201cdemographic winter\u201d and defend \u201cnatural\u201d family values. Thanks to their efforts, these ideas are becoming more and more common.<\/p>\n\n\n\n<p>Though white supremacy and nationalism are real forces in America\u2019s pronatalism, economic concerns about a shrinking labour force and social security funding are a pervasive motivator among policymakers. Former Speaker of the House and father-of-three <a href=\"https:\/\/thehill.com\/news\/house\/364920-ryan-americans-need-to-have-more-babies\/\" target=\"_blank\" rel=\"noreferrer noopener\">Paul Ryan told reporters<\/a>, \u201cThis is going to be the new economic challenge for America: people\u2026I did my part, but we need to have higher birth rates in this country\u2026Baby boomers are retiring and we have fewer people following them in the workforce\u201d. <\/p>\n\n\n\n<p>Ryan was simultaneously working to cut spending on social safety nets, while promoting a tax bill that would drastically decrease taxes on <a href=\"https:\/\/thehill.com\/opinion\/healthcare\/365797-hey-paul-ryan-more-babies-wont-fix-bad-policy\/\" target=\"_blank\" rel=\"noreferrer noopener\">corporations and rich Americans<\/a>. Rather than encouraging women to have more children by providing desperately needed support for parents, Republican congressmen like Ryan choose the cheaper route: restricting access to SRHR.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">A problem for capitalism<\/h2>\n\n\n\n<p>Lawmakers aren\u2019t the only ones interested in higher birth rates: anti-abortion legislation has been supported by wealthy lobbyists like the Koch brothers, suggesting that the <a href=\"https:\/\/jacobin.com\/2019\/08\/abortion-rights-strike-economic-battlefront-birth-rates\" target=\"_blank\" rel=\"noreferrer noopener\">economic stakes are significant<\/a>. Jenny Brown argues that \u201cwhile lower birth rates are a phony crisis from the standpoint of workers, for the establishment the problem is real. Their profits, and capitalist economic growth in general, rely on a continually expanding workforce replenished with ever-larger cohorts of young people to labor and consume and pay taxes and serve in the military, and to provide for retired workers, either individually through family ties or collectively through Social Security.\u201d<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"680\" src=\"https:\/\/populationmatters.org\/wp-content\/uploads\/2025\/01\/maria-oswalt-g5ZI__7MwMw-unsplash-1024x680.jpg\" alt=\"Anti abortion rally\" class=\"wp-image-15465\" srcset=\"https:\/\/populationmatters.org\/wp-content\/uploads\/2025\/01\/maria-oswalt-g5ZI__7MwMw-unsplash-1024x680.jpg 1024w, https:\/\/populationmatters.org\/wp-content\/uploads\/2025\/01\/maria-oswalt-g5ZI__7MwMw-unsplash-300x199.jpg 300w, https:\/\/populationmatters.org\/wp-content\/uploads\/2025\/01\/maria-oswalt-g5ZI__7MwMw-unsplash-768x510.jpg 768w, https:\/\/populationmatters.org\/wp-content\/uploads\/2025\/01\/maria-oswalt-g5ZI__7MwMw-unsplash-1536x1020.jpg 1536w, https:\/\/populationmatters.org\/wp-content\/uploads\/2025\/01\/maria-oswalt-g5ZI__7MwMw-unsplash-2048x1360.jpg 2048w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<p>While some American policymakers turn to immigration or increased government spending to address the economic effects of low birth rates, others \u2013 conservative Republicans \u2013 oppose immigration and spending on what they call <a href=\"https:\/\/convergencemag.com\/articles\/whos-afraid-of-the-lower-birth-rate\/\" target=\"_blank\" rel=\"noreferrer noopener\">entitlement programmes<\/a>. So instead, they interfere with reproductive rights. This isn\u2019t new \u2013 historically, fertility rate declines have often been followed by new SRHR restrictions.<\/p>\n\n\n\n<p>The Trump administration did away with the mandatory contraception coverage introduced by Obama, leaving many poor Americans unable to afford birth control. Republican politicians have consistently attacked and attempted to defund Planned Parenthood, even though it legally cannot use federal funding to provide abortions. Individual states have imposed draconian restrictions on abortion.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">The situation in 2021<\/h2>\n\n\n\n<p>So far in 2021, there have already been 561 abortion restrictions introduced \u2013 making it likely to be the <a href=\"https:\/\/www.guttmacher.org\/article\/2021\/04\/2021-track-become-most-devastating-antiabortion-state-legislative-session-decades\" target=\"_blank\" rel=\"noreferrer noopener\">worst year for abortion legislation<\/a>. Texas\u2019 new law makes abortion illegal after just six weeks \u2013 when women often don\u2019t even realise they\u2019re pregnant. In a Supreme Court brief, the legislation\u2019s author wrote that women don\u2019t need abortion to control their reproductive lives; they can merely abstain from sex. <\/p>\n\n\n\n<p>Alabama\u2019s law, which criminalises abortion even in cases of rape and incest, is more restrictive than the abortion laws of ten Middle Eastern countries, including <a href=\"https:\/\/www.haaretz.com\/israel-news\/2019-05-22\/ty-article-magazine\/.premium\/shhh-dont-tell-evangelical-supporters-of-israel-about-the-countrys-abortion-laws\/0000017f-e889-da9b-a1ff-ecef237c0000\" target=\"_blank\" rel=\"noreferrer noopener\">conservative Saudi Arabia<\/a>. And Mississippi\u2019s law, while less severe, directly challenges the legality of abortion under Roe v. Wade, setting up a crucial Supreme Court case in December. The anti-abortion movement is growing: in 2000, four states were hostile to abortion rights. By 2019, <a href=\"https:\/\/www.guttmacher.org\/article\/2019\/08\/state-abortion-policy-landscape-hostile-supportive\" target=\"_blank\" rel=\"noreferrer noopener\">21 states<\/a> were either hostile or very hostile.<\/p>\n\n\n<figure class=\"wp-block-post-featured-image\"><img loading=\"lazy\" decoding=\"async\" width=\"2560\" height=\"1440\" src=\"https:\/\/populationmatters.org\/wp-content\/uploads\/2025\/01\/david-todd-mccarty-UrdKjYlgN7k-unsplash-scaled.jpg\" class=\"attachment-post-thumbnail size-post-thumbnail wp-post-image\" alt=\"US Rally\" style=\"object-fit:cover;\" srcset=\"https:\/\/populationmatters.org\/wp-content\/uploads\/2025\/01\/david-todd-mccarty-UrdKjYlgN7k-unsplash-scaled.jpg 2560w, https:\/\/populationmatters.org\/wp-content\/uploads\/2025\/01\/david-todd-mccarty-UrdKjYlgN7k-unsplash-300x169.jpg 300w, https:\/\/populationmatters.org\/wp-content\/uploads\/2025\/01\/david-todd-mccarty-UrdKjYlgN7k-unsplash-1024x576.jpg 1024w, https:\/\/populationmatters.org\/wp-content\/uploads\/2025\/01\/david-todd-mccarty-UrdKjYlgN7k-unsplash-768x432.jpg 768w, https:\/\/populationmatters.org\/wp-content\/uploads\/2025\/01\/david-todd-mccarty-UrdKjYlgN7k-unsplash-1536x864.jpg 1536w, https:\/\/populationmatters.org\/wp-content\/uploads\/2025\/01\/david-todd-mccarty-UrdKjYlgN7k-unsplash-2048x1152.jpg 2048w\" sizes=\"auto, (max-width: 2560px) 100vw, 2560px\" \/><\/figure>\n\n\n<p>America\u2019s pronatalist nationalists must be pleased with the fruits of their labour: the <a href=\"https:\/\/thehill.com\/opinion\/healthcare\/365797-hey-paul-ryan-more-babies-wont-fix-bad-policy\/\" target=\"_blank\" rel=\"noreferrer noopener\">US has the highest unintended pregnancy rate<\/a> in the developed world.
