Trump\u2019s close ties to Elon Musk and other pronatalist figures are also a cause for great concern. Here we explore the prominent figures of US pronatalism and how Project 2025 represents a war on women\u2019s rights.<\/p>\n\n\n\n<p>The first Trump administration introduced a wave of policies that restricted reproductive rights and access to healthcare both domestically in the US and worldwide. The Biden administration reversed a lot of those policies and helped to repair the US\u2019s reputation as one of the largest funders of sexual and reproductive healthcare worldwide.\u00a0\u00a0<\/p>\n\n\n\n<p>But this is now Trump 2.0. And it\u2019s widely predicted that the Trump administration will not only reinstate its previous policies but go even further in restricting women\u2019s reproductive rights.&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Global Gag Rule<\/strong><\/h2>\n\n\n\n<p>During his first 2016-2020 administration, President Trump reinstated the Mexico City Policy, more widely known as the <a href=\"https:\/\/www.opensocietyfoundations.org\/explainers\/what-global-gag-rule\" target=\"_blank\" rel=\"noreferrer noopener\">Global Gag Rule.<\/a> A policy that bans US global health funding from supporting any non-US organisation that provides abortion care, information or referrals, even if this work is separately funded by non-US funds.\u00a0\u00a0<\/p>\n\n\n\n<p>Abortion is an important part of reproductive and sexual healthcare provision, that encompasses not only a woman\u2019s right to choose whether to carry a pregnancy but also in some cases a necessary medical treatment. Pregnancy complications, including placental abruption, preeclampsia or eclampsia, and\u202fcardiac conditions, may be so severe that abortion is the only measure to preserve a woman\u2019s health or save\u202fher life.&nbsp;<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"2560\" height=\"1707\" src=\"https:\/\/populationmatters.org\/wp-content\/uploads\/2025\/01\/the-now-time-KXUKLB-_Sb0-unsplash-scaled.jpg\" alt=\"Donald Trump\" class=\"wp-image-15449\" srcset=\"https:\/\/populationmatters.org\/wp-content\/uploads\/2025\/01\/the-now-time-KXUKLB-_Sb0-unsplash-scaled.jpg 2560w, https:\/\/populationmatters.org\/wp-content\/uploads\/2025\/01\/the-now-time-KXUKLB-_Sb0-unsplash-300x200.jpg 300w, https:\/\/populationmatters.org\/wp-content\/uploads\/2025\/01\/the-now-time-KXUKLB-_Sb0-unsplash-1024x683.jpg 1024w, https:\/\/populationmatters.org\/wp-content\/uploads\/2025\/01\/the-now-time-KXUKLB-_Sb0-unsplash-768x512.jpg 768w, https:\/\/populationmatters.org\/wp-content\/uploads\/2025\/01\/the-now-time-KXUKLB-_Sb0-unsplash-1536x1024.jpg 1536w, https:\/\/populationmatters.org\/wp-content\/uploads\/2025\/01\/the-now-time-KXUKLB-_Sb0-unsplash-2048x1365.jpg 2048w\" sizes=\"auto, (max-width: 2560px) 100vw, 2560px\" \/><\/figure>\n\n\n\n<p>The Global Gag Rule effectively strong-arms global health providers that rely on US funding to stop providing abortion care which has devastating impacts on reproductive health services in lower-income countries. Under the first Trump administration, many family planning programmes had to shut down and access to contraceptives was restricted, which led to women suffering from lack of adequate healthcare ultimately causing a rise in preventable deaths.\u00a0\u00a0<\/p>\n\n\n\n<p>President Trump will likely reinstate the Global Gag Policy. <a href=\"https:\/\/populationmatters.org\/news\/2025\/01\/what-a-second-trump-term-means-for-reproductive-rights\/\">Many pro-choice activists<\/a> predict that President Trump will further expand the Global Gag Rule to encompass all US foreign assistance, which will be a devastating blow for the international health community.\u00a0\u00a0<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>The end of Roe v Wade<\/strong><\/h2>\n\n\n\n<p>During Trump\u2019s previous presidency, he appointed three anti-abortion justices to the United States Supreme Court, which resulted in the <a href=\"https:\/\/www.bbc.co.uk\/news\/world-us-canada-65956103\" target=\"_blank\" rel=\"noreferrer noopener\">overturning of <em>Roe v Wade<\/em><\/a><em>. <\/em>The former legal precedent that ruled the Constitution of the United States protected the right to have an abortion. Following Roe v Wade being overturned, 12 states have issued total abortion bans.&nbsp;&nbsp;<\/p>\n\n\n\n<p>In addition, 29 states have abortion bans based on gestational duration, with four states having abortion bans after six weeks. A timeframe so narrow that many women don\u2019t even realise they are pregnant before their right to have an abortion is removed.&nbsp;&nbsp;<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"7952\" height=\"5304\" src=\"https:\/\/populationmatters.org\/wp-content\/uploads\/2025\/01\/heidi-kaden-L_U4jhwZ6hY-unsplash.jpg\" alt=\"Capitol building at night\" class=\"wp-image-15447\" srcset=\"https:\/\/populationmatters.org\/wp-content\/uploads\/2025\/01\/heidi-kaden-L_U4jhwZ6hY-unsplash.jpg 7952w, https:\/\/populationmatters.org\/wp-content\/uploads\/2025\/01\/heidi-kaden-L_U4jhwZ6hY-unsplash-300x200.jpg 300w, https:\/\/populationmatters.org\/wp-content\/uploads\/2025\/01\/heidi-kaden-L_U4jhwZ6hY-unsplash-1024x683.jpg 1024w, https:\/\/populationmatters.org\/wp-content\/uploads\/2025\/01\/heidi-kaden-L_U4jhwZ6hY-unsplash-768x512.jpg 768w, https:\/\/populationmatters.org\/wp-content\/uploads\/2025\/01\/heidi-kaden-L_U4jhwZ6hY-unsplash-1536x1025.jpg 1536w\" sizes=\"auto, (max-width: 7952px) 100vw, 7952px\" \/><\/figure>\n\n\n\n<p>This has caused a <a href=\"https:\/\/www.theguardian.com\/world\/2024\/sep\/25\/abortion-bans-healthcare-maternal-mortality\" target=\"_blank\" rel=\"noreferrer noopener\">US maternal mortality crisis<\/a>, with preventable deaths caused by women unable to access abortion care.\u00a0\u00a0<\/p>\n\n\n\n<p>There are now fears that the Trump administration will try to enact a national abortion ban, removing the right of all American women to have access to safe abortions. This would present a boldly hostile attack on women\u2019s reproductive rights, stripping them of the right to be in control of their own bodies.&nbsp;&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Hamstrung the UNFPA<\/strong><\/h2>\n\n\n\n<p>The <a href=\"https:\/\/www.unfpa.org\/\" target=\"_blank\" rel=\"noreferrer noopener\">United Nations Population Fund (UNFPA)<\/a> is the UN\u2019s division focused on reproductive and sexual healthcare. The UNFPA\u2019s work is vital, as it\u2019s the biggest provider of family planning and reproductive healthcare services in more than 150 countries.&nbsp;&nbsp;<\/p>\n\n\n\n<p>However, the last Trump administration blocked funding to the UNFPA, a significant blow that hindered its work as the US has historically been one of its biggest donors. This time around there is concern that the Trump administration will be even more hostile to the UNFPA. And whilst the previous Biden administration increased their funding, the sudden block from the US under Trump will stall the organisation\u2019s progress in trying to achieve the <a href=\"https:\/\/populationmatters.org\/un-sdgs\/\" target=\"_blank\" rel=\"noreferrer noopener\">Sustainable Development Goals<\/a> by 2030, including ending unmet need for family planning.\u00a0\u00a0<\/p>\n\n\n\n<p>The manifesto of the Trump-Vance government suggests that President Trump may introduce other policies to further restrict the UNFPA\u2019s work.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Project 2025<\/h2>\n\n\n\n<p><a href=\"https:\/\/www.bbc.co.uk\/news\/articles\/c977njnvq2do\" target=\"_blank\" rel=\"noreferrer noopener\">Project 2025<\/a> is a 900-page \u201cwish list\u201d: a set of policy proposals that would expand presidential power and impose an ultra-conservative social vision for the US, originally put together by the right-wing think tank the Heritage Foundation.\u00a0<\/p>\n\n\n\n<p>President Trump previously tried to distance himself from the controversial publication on the campaign trail. Many experts believe Trump is likely to advance its goals following the appointment of <a href=\"https:\/\/www.theguardian.com\/us-news\/2025\/jan\/08\/trump-project-2025\" target=\"_blank\" rel=\"noreferrer noopener\">certain officials to his government<\/a>.&nbsp;&nbsp;<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"2560\" height=\"1904\" src=\"https:\/\/populationmatters.org\/wp-content\/uploads\/2022\/09\/gayatri-malhotra-trKfWbqc5Rg-unsplash_crop-scaled.jpg\" alt=\"Abortion is healthcare\" class=\"wp-image-4565\" srcset=\"https:\/\/populationmatters.org\/wp-content\/uploads\/2022\/09\/gayatri-malhotra-trKfWbqc5Rg-unsplash_crop-scaled.jpg 2560w, https:\/\/populationmatters.org\/wp-content\/uploads\/2022\/09\/gayatri-malhotra-trKfWbqc5Rg-unsplash_crop-300x223.jpg 300w, https:\/\/populationmatters.org\/wp-content\/uploads\/2022\/09\/gayatri-malhotra-trKfWbqc5Rg-unsplash_crop-1024x762.jpg 1024w, https:\/\/populationmatters.org\/wp-content\/uploads\/2022\/09\/gayatri-malhotra-trKfWbqc5Rg-unsplash_crop-768x571.jpg 768w, https:\/\/populationmatters.org\/wp-content\/uploads\/2022\/09\/gayatri-malhotra-trKfWbqc5Rg-unsplash_crop-1536x1142.jpg 1536w, https:\/\/populationmatters.org\/wp-content\/uploads\/2022\/09\/gayatri-malhotra-trKfWbqc5Rg-unsplash_crop-2048x1523.jpg 2048w\" sizes=\"auto, (max-width: 2560px) 100vw, 2560px\" \/><\/figure>\n\n\n\n<p>Project 2025 is aggressively anti-choice, posing an existential threat to women\u2019s reproductive rights.&nbsp;&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">The policy proposals<\/h2>\n\n\n\n<p>The <a href=\"https:\/\/www.guttmacher.org\/fact-sheet\/how-project-2025-seeks-obliterate-srhr\" target=\"_blank\" rel=\"noreferrer noopener\">Guttmacher Institute has reviewed Project 2025<\/a> and identified the policy proposals that pose the greatest threat to sexual and reproductive rights.&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Blocking access to abortion pills. <\/strong>Project 2025 proposes several strategies for removing access to mifepristone, a safe medication that is the most common regimen for medical abortion in the United States.&nbsp;&nbsp;<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Anti-Abortion Taskforce. <\/strong>The plan proposes changing the Department of Health and Human Services into the \u201cDepartment of Life\u201d. It will also introduce an anti-abortion task force to replace the existing Reproductive Healthcare Task Force and a newly created position of \u201cSpecial Representative for Domestic Women\u2019s Health\u201d to lead anti-abortion policy efforts across agencies.&nbsp;<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Nation Wide Abortion Plan. <\/strong>Project 2025 also suggests the Trump administration could bypass the FDA and effectively ban medication abortion\u2014and potentially all abortions\u2014through enforcement of the Comstock Act, an 1873 anti-obscenity law that prohibits mailing anything \u201cintended for producing abortion.\u201d\u202f&nbsp;<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Pressuring the UN. <\/strong>Project 2025<strong> <\/strong>encourages the use of US influence at the United Nations to remove language \u201cpromoting abortion\u201d from UN documents, policy statements and technical literature.
